Core Strategy - Consultation Draft Chapter 1: Introduction Sustainability Appraisal

As part of the Strategic Environmental Assessment (which would include a Sustainability Appraisal) NSC must consider the impacts for alternative developments and the cumulative impacts in respect of the same. It must therefore consider the impacts of substantial under delivery of open market and affordable housing and the consequential lost opportunities to deliver essential community infrastructure for which there is a pressing need.

There is no Sustainability Appraisal with this consultation to suggest NSC have influenced their policies using the current SFRA's. This implies not all the technical evidence has been collated to inform sound decisions. The Level 2 SFRA is still ongoing.

The Trust would appreciate seeing the SA of the document as this would give an independent assessment of its suitability. An SA is usually available at the same time as a Core Strategy at this stage so that this assessment can be undertaken.

It appears that a Sustainability Appraisal has not been properly considered in the formation of the Core Strategy. We consider that Sustainability Appraisal could serve a greater role in the formulation of the Core Strategy and that this should have been considered at an earlier stage in the plan-making process.

Sustainability - It is essential that consultation with Wessex Water and similar agencies is standard. The implication on flooding for certain developments, including infill could be severely under estimated and the new regulations point to a need for stronger input from agencies such as Wessex when planning applications are considered. Should there be tougher regulations for joining the mains drainage etc?

We need to get far more serious about sustainability: create an off-road cycle network, rollout broadband, produce food locally, use solar energy, stop net immigration.
