The policies set out within RPG 10 and emerging RSS respond to this historic problem of out commuting in two main ways. A spatial approach to policy formulation calls for SUE in order that development is therefore placed closer to Bristol SSCT than has historically occurred in NS.

The Agency welcomes the recognition within the document (para 1.23) regarding the proximity to Bristol and the influence of the M5 which leads to high levels of out-commuting between the four main towns and Bristol and its North Fringe.

The shortfall of affordable housing is likely to be due to historic S106 agreements being too low and not accounting for the growing need. Should we consider being able to revisit planning consent where outline is given but significant time has elapsed before build commences? This would enable us to review changes in an area for growth and need to ensure we have sufficient provision on a development.
