We trust that this policy applies to all forms of infrastructure, including green infrastructure. While natural green spaces are often less costly in terms of installation and aftercare than more formal spaces (for example, through reduced mowing costs) such areas do have long term maintenance requirements and it is important that these are factored in to the calculation of contributions.

The HCA is keen to ensure that the tariff approach is fair and reasonable, based on a sound evidence base, and most importantly, still allows development to come forward. We would also expect a reasonable approach to viability assessment to be included.

Developer contributions rarely, if ever, cover the actual cost of providing children & young people's services. In addition to the requirement for developers to provide infrastructure, such infrastructure would need to be ready in line with the phasing of the development(s) to ensure that local pupils have a local school to attend. In the case of urban extensions complex negotiations will need to be undertaken early.

CYPS has no resources to contribute towards children & young people's services required as a result of the proposed development. Therefore, any pre-school, primary school, secondary school and children's centres requirements will need to be met in full by the developer(s).
