Yatton Neighbourhood Plan Resubmission of Statement of Community Involvement and Basic Conditions Statement

The Yatton Neighbourhood Plan was submitted for examination in October 2017 and is currently being examined by Mr Jeremy Edge. The examination documents comprise:-

  •  Yatton Neighbourhood Plan 
  • Statement of Community Involvement (SCI) - which sets out how others have been involved in the making of the plan throughout its evolution with particular emphasis on the statutory minimum six week consultation on the full draft plan (Regulation 14 consultation)
  • Basic Conditions Statement (BCS) - which demonstrates how the Plan meets the necessary criteria and legal requirements to become a Neighbourhood Plan
  • SEA/HRA screening report-confirms that the Plan is unlikely to have a significant effect on the environment or a significant effect on protected species or their habitats

Mr Edge has highlighted that both the originally submitted SCI and BCS omit to clarify a number of points which are necessary in order to meet their legislative requirements.

  • Statement of Community Involvement
    -lack of clarity in relation to who was consulted at regulation 14 stage
  • Basic Condition Statement
    -statement that the "prescribed condition" has been met in relation to no significant effect on a European Site/Offshore marine site (as concluded by the SEA/HRA screening report
    -an assessment of how the Plan has regard to national planning policies (previously submitted BCS demonstrated regard to national planning policy principles)

Yatton Parish Council have resubmitted revised version of both the SCI and the BCS in order to satisfy these points. No changes have been made to the Plan itself.

This further period of consultation is to ensure that there is an additional opportunity for comments to be made in light of this.

 No changes have been made to the Plan itself and comments previously made to the Yatton Neighbourhood Plan submission consultation in January and February 2018 are still valid and are being considered. There is no need to resend these comments.

Context for this consultation The Yatton Neighbourhood Plan was submitted for examination in October 2017.
The plan is currently being examined by Mr Jeremy Edge to ensure that it meets the necessary requirements to become a Neighbourhood Plan. Mr Edge has indicated that the Statement of Community Involvement (SCI) and Basic Condition Statement (BCS) as submitted with the Plan do not adequately meet the criteria as they have a number of omissions. Upon his advice Yatton Parish Council have withdrawn the originally submitted SCI and BCS and replaced them with amended versions. It is now necessary to publish these amended documents and undertake the necessary six weeks submission consultation.
