This policy is effectively an imposition from Central Government and a repetition of the Framework, notwithstanding the expectation that national policy is not repeated in Local Plans. The presumption is in the Framework as the proviso to enable development to come forward in the absence of proper provision through an up to date Local Plan. Seeking sustainable development in the terms of the Framework and this policy should be the dominant aim of the Plan itself however, and the Plan should make

Presumption in favour of sustainable development - this is meaningless twaddle, there are only a handful of truly sustainable locations in the entire district, everywhere else has to rely on the car to drive to giant supermarkets while town centres are dying, this is not sustainable at all. A complete step change is needed in the creation of the housing estates being created to turn them into true mixed use sustainable developments, not giant sink estates attached to a huge super market fobbed o

We also support Barrow Hospital as a "Mixed Use Development Site" and press for early completion of the approved care home provision as discussed and ensuring measures to protect the interests of residents of hospital cottages, and using the previous developed footprint, and minimise intrusion to the landscape. Note the provision of Policy SP1 Presumption in favour of sustainable development, and that this should be subject to above.

Policy SP1: Presumption in favour of Sustainable Development Origin3 welcomes the inclusion of this policy in the Plan and its prominent position in it as a statement of intent. We note that it includes part of National Planning Policy Framework paragraph 14 as a direct quotation. However, such a policy will have little value (and indeed would not fulfill the Government's intentions) if the rest of the development plan includes negative and inappropriate policies; or, to use the words of parag

General comments Other Documents We support the listing of "Other Documents" with each policy and ask for this listing to be carried forward into the adopted document. Some Policies list "Other Documents" but DM26 refers to "Other Policy Documents". For the avoidance of doubt it should be made clear which of the other documents are policy documents and which are only for information.

SP:1 Presumption in favour of sustainable development KSPC recognises that this is a requirement for consistency with the NPPF. However, it is essential that sustainable development is defined in this document in order to allay fears that the concept is open to a multitude of interpretations and becomes a licence for inappropriate development. That this is not an empty threat is evident from recent press reports of at least 20 major developments granted permission against existing Local Plan po

Proposed New Allocation - Land South of Sheepways The Sites and Policies Plan Consultation Draft identifies no new housing sites in Portishead over the plan period - beyond those sites that have planning permission but are not yet completed, or are carried forward from the previous plan. This failure to provide for new housing development at Portishead will see insufficient growth to meet the requirements of the settlement over the plan period. The NPPF requires LPA's to positively seek opport

Emerging Proposals map The proposals map does not currently show national or European designated sites. These designations need to be added and should include designated sites that are shared with neighbouring authorities. Potential Development Sites We are unable to provide comments on individual sites ahead of further environmental assessment. For all allocations, further information needs to be presented to show that the allocations are consistent with local policies and the National Pl
