We write on behalf of our clients, the Church Commissioners for England, to make representations on the consultation draft 'Sites and Policies Plan' published in February 2013. Our representations focus on the policies and planning issues associated with (and relevant to) the newly proposed mixed use site allocation for Bleadon Quarry, Bleadon (site allocation policy BL1). While the Marshalls market advertising failed to attract sector interest there is no reason that a mixed use development could not include commercial premises with domestic properties. How about incorporating a Nature Reserve theme such as the Weston Town Quarry including small art & craft studios, community cafe and leisure areas with seating and perhaps a pond/small lake etc.

Section BL1 (page 169) photo is misleading as it does not show the quarry or field (Strategic Open Space) off Bridge Road as referred to and as per map. The 2005 Bleadon Village/Parish Plan questionnaire by Bleadon Parish Council led by various working groups, produced results from public consultation for a 20 year plan on how the electorate wished Bleadon to develop. W1-Woodborough Farm, Winscombe, and BL1-Bleadon Quarry These allocations are located within flood zone 1 if the sites are greater than 1hectare then a specific FRA considering surface water drainage is required.

Bleadon Parish Council wishes to make the following comments: * We accept the minor adjustment to the Settlement Boundary (Policy DM33) at Bleadon Quarry. * The balance between Residential and Employment Use must have a strong emphasis towards Residential development and be in keeping with the local character and appearance of the area. * We support the recommended maximum of 25 dwellings. * We consider that a Dedicated Community Space should be included in any development proposal. * The s

Please accept our comments on the Consultation Document as follows: BL1 - We approve of the proposed settlement boundary for Bleadon and the exclusion of sites SHL72 and SHL98 from any development. BL1 - We support limiting the number of houses to 25 in Bleadon Quarry, and that when and if the quarry is developed due consideration is given to the serious ongoing problems with sewage and surface water drainage. We support the proposed number of dwellings (25) subject to investigations of environmental effects, and the provision of community facilities. We suggest that development at the site may include an element of employment use appropriate in character and appearance to a residential neighbourhood. We strongly support the exclusion of SHLAA assessment sites SHL72 and SHL98 from the Bleadon settlement boundary and from any development allocations. We strongly support the settlement boundary as proposed as a true representation of the settlement pattern of Bleadon.
